This case was by the San Francisco Unified School District in San Francisco Chinese students brought by civil rights cases. These students do not speak English, but the school did not provide them with the help of language, they argue, according to the 1964 Civil Rights Act of Chapter VI, which is tantamount to their original nationality discrimination caused by their right to education loss.
