1922 , the Ohio Members Kebo John Cable proposal bill through Kebo Cable Act .

But if she can not marry a foreigner naturalized as a U.S. citizen, such as Asians, she would lose citizenship.

At that time two Supreme Court ruling : Ozawa v. United States, Takao Ozawa V. United States (1922 ) and United States v. Tinder United States v. Bhagat Singh Thind (1923) have confirmed the prevailing immigration laws be effective, the provisions of the Immigration Act and Asians Indians are not entitled to become citizens.

Kebo Act in 1931 was amended to allow women to become citizens have no right to marry her husband, it may still retain their citizenship. Kebo Act in 1936 , was abolished.
